§ 36.54 SALARY INCREASES.
   (A)   With the exception of the ½ step in the police pay range no increase in rate of pay is to be automatic. The ½ step in the police pay range shall be granted at the completion of the probationary period if the employee is retained in the police force. Generally an employee can expect a one step increase each year until step number 4 is reached. However, the Mayor must make a finding that the employee has performed in a satisfactory manner during the past year before an increase can be given. In those cases where the Mayor finds that an increase cannot be justified he shall meet with the affected employee and explain the reasons for his determination.

   (B)   In no case shall an employee receive more than a two step increase during a given fiscal year. The incentive step shall be paid only as a reward for excellence of performance and shall not be paid to more than one employee in each classification of position.
