(A) There shall be established a compensation plan for all positions subject to the provisions of this chapter. The schedule of pay for each position shall be established by resolution of the Council annually and shall be filed with the City Clerk.

(B) Employees of the city shall be paid in accord with the salary and wage schedule established by the Council by resolution.
