§ 36.30 GRIEVANCE PROCEDURE.
   It is the policy of the city insofar as possible to prevent occurrence of grievances and to deal promptly with those which occur. When any grievance comes or is directed to the attention of any supervisory employee of the city, the supervisor shall promptly discuss all relevant circumstances with the employee and his representative if he so desires, consider and examine the causes of the grievance and attempt to resolve it to the extent that he possesses authority. Failing at that level, the grievance may be carried up to higher authority to and including the Mayor.
