§ 36.17 PROMOTIONS.

It shall be the policy, insofar as is practicable, to fill vacancies in the municipal service by promotion of permanent employees. Notice of certain vacancies shall be posted for ten days. Length of service will be considered in promotions, when all other qualifications are equal.
