Any individual who is employed by the city shall be a resident of the city before the expiration date of his probationary employment period, and shall remain a resident of the city thereafter during such employment; provided, however, the Mayor may authorize with the concurrence of the City Council any employee to reside outside of the city so long as such employee is able to reach his place of employment within the city within 15 minutes from the time the employee is notified, regardless of any weather conditions.
