(A) All bid proposals shall be submitted in an opaque sealed envelope on or before the date stated in the advertisement for bid.
(B) Upon receipt of a properly identified sealed bid, the outside of the envelope will be date stamped and assigned a number. The bid will be recorded in a log book on the basis of job identification and the date and number assigned. Bids for each case will then be stored in a locked depository until the bid opening date and time. Just prior to the bid opening, the bids will be removed from the locked depository and checked against the log book.
(C) At no time prior to the bid opening shall any member of the city staff disclose confidential information related to the proposed project. If information must be added to the bid package after distribution but prior to bid opening, the additional information will be put in written form and distributed to all prospective bidders. All bidders will be required to acknowledge receipt of the amendment on their bid form.
