(A) Designation of inspectors as needed. The Director may identify individuals as inspectors as shall from time to time be necessary.
(B) Identification. Such inspectors may be selected from the membership of the Department as well as non-members of the Department. Members of the Department who are otherwise qualified shall have priority to serve as inspectors.
(C) Appointment. Inspectors shall be appointed by the Mayor upon recommendation from the Director for a one year term.
(D) Duties and responsibilities of inspectors. Inspectors shall assist Director in any and all activities of the Bureau as Director may require, as authorized by the Mayor.
(E) Qualifications. Such inspectors shall meet the following qualifications:
(1) Have the knowledge, skill and mental development equivalent to the completion of two years in college.
(2) Have working knowledge of applicable federal, state, and local statutes relative to fire prevention and/or protection.
(3) Have working knowledge of applicable licensing or permit procedures.
(4) Have working knowledge of building occupancy classifications.
(5) Have working knowledge of building construction components, terms, types, and categories.
(6) Have working knowledge of Life Safety Code interpretations and applications.
(7) Have working knowledge of pre-construction plan review, i.e. blueprint interpretation and analysis.
(8) Have working knowledge of fire inspection techniques, methods and procedures.
(9) Have elementary knowledge of city policies and procedures.
(10) Have elementary knowledge of legal procedures and proceedings relative to fire prevention.
(11) Have the ability to research, interpret and apply applicable codes, laws and ordinances.
(12) Have the ability to communicate in oral and written form.
(F) Special technical inspectors. The Director shall recommend to the Mayor the employment of technical inspectors who, when the Mayor's authorization is made, shall be selected by their special qualifications and experience as needed.
