(A) Appointment. The Director of the Bureau of Fire Prevention shall be appointed by the Mayor in consultation with the Fire Department (hereafter "Department") with the consent of the City Council for a one year term. Members of the Department who are otherwise qualified shall have priority to serve as Director.
(B) Duties and responsibilities of Director.
(1) Conduct on-site inspections and re-inspections of building and facilities following procedures established by the city for the purpose of discovering and eliminating existing or potential fire hazards or dangerous conditions.
(2) Insure compliance with applicable municipal, state and federal standards, codes and ordinances relative to fire and safety hazards by obtaining on-the-spot corrections or by writing enforcement orders.
(3) Inspect portable and fixed fire protection equipment, systems, and devices to insure proper installation, maintenance, adequacy, and operational capacity.
(4) Maintain a comprehensive system of recording and reporting all inspection and compliance data and activities in accordance with procedures established by the city; maintain a daily, weekly, and monthly activity schedule; maintain appropriate files to accomplish duties and responsibilities; and provide a report thereof to the Department and the city monthly or more often as needed.
(5) Serve as a resource person to interpret laws, codes and ordinances and to satisfy inquiries from the Department, the city or the general public.
(6) Assist, supervise and train inspectors as needed and as authorized herein in the techniques and procedures used in fire prevention inspections.
(7) Assist in coordinating State Fire Marshal activities with local governments and fire protection agencies; attend meetings of governmental authorities and fire service agencies and organizations to assist in understanding fire prevention programs and to insure compliance with the requirements established by the State Fire Marshal relative to the city.
(8) Participate with Department personnel in building surveys and pre-fire planning and activities.
(9) Participate in classroom and on-the-job training in fire prevention inspection.
(10) Perform other duties as required or assigned by the city, which are reasonably within the scope of those duties and responsibilities enumerated above.
(C) Qualifications for appointment. The individual appointed Director shall meet the following qualifications:
(1) Have the knowledge, skill and mental development equivalent to the completion of two years in college.
(2) Have four years work experience in fire prevention, fire safety, or in fire investigation or related experience.
(3) Have extensive knowledge of applicable federal, state, and local statutes relative to fire prevention and/or protection.
(4) Have extensive knowledge of applicable licensing or permit procedures.
(5) Have extensive knowledge of building occupancy classifications.
(6) Have extensive knowledge of building construction components, terms, types, and categories.
(7) Have extensive knowledge of Life Safety Code interpretations and applications.
(8) Have extensive knowledge of pre-construction plan review, i.e. blueprint interpretation and analysis.
(9) Have extensive knowledge of fire inspection techniques, methods and procedures.
(10) Have working knowledge of city policies and procedures.
(11) Have working knowledge of legal procedures and proceedings relative to fire prevention.
(12) Have the ability to supervise subordinate personnel.
(13) Have the ability to research, interpret and apply applicable codes, laws and ordinances.
(14) Have the ability to maintain a comprehensive records system.
(15) Have the ability to communicate in oral and written form.
(16) Have the ability to speak before public groups.
(17) Have the ability to establish and maintain satisfactory working relationships with local officials, other employees and the general public.
