There is hereby created the office of Chief of Police, who shall be appointed annually by and responsible to the Director of Public Health and Safety for the efficient functioning of the Police Department. He shall supervise all members of said Department, assign duties, prescribe regulations and be responsible for all property connected with said Department subject to the general supervision of the Director.
