§ 31.85 ESTABLISHMENT; QUALIFICATIONS.
   (A)   The City Engineer shall be qualified for his office by any combination of training and experience equivalent to graduation from college with major work in engineering and extensive public works engineering, administrative and supervisory experience.
   (B)   The City Engineer shall have knowledge of the fundamentals and accepted practices in public works administration; knowledge of principles and problems involved in the planning and financing of public works programs and projects; knowledge of principles and practices of civil engineering as related to the design, construction and maintenance of municipal public works; knowledge of municipal government administration and of the proper role of public works in that administration; knowledge of the principles and proper practices of administering and directing the activities of professional, technical, skilled, unskilled and clerical personnel; and ability to establish and maintain effective working relationships, both within and without the Engineering Department.
