§ 31.12 DUTIES AND RESPONSIBILITIES.
   The City Administrator shall be the chief administrative officer of the city in dealing with citizens, vendors of goods or services, civic groups, and other governmental agencies and shall act as principal liaison between the Mayor and City Council and all city employees. The City Administrator shall have the following duties and responsibilities.
   (A)   To establish, coordinate and implement all programs or activities of the city consistent with the policies set forth by the City Council. The City Administrator shall ensure that the City Council is provided with information regarding those items for which policy direction is needed.
   (B)   To supervise and direct the day-to-day operations of all city departments and personnel. The City Administrator shall have direct supervisory responsibility over all department heads including, but not limited to, the Director of Planning, Building and Zoning, the Director of Public Works, the Director of Internal Operations and Development, the Chief of Police and those other department heads as shall from time to time be created. The City Administrator shall have supervisory responsibility over line staff by delegation to various department heads.
   (C)   To cooperate with the Mayor in the appointment, promotion, suspension, and removal of employees of the city, all consistent with the city's personnel policies (Chapter 35 of the Code of Ordinances as they shall be from time to time amended) but subject to the following limitations;
      (1)   The City Administrator shall oversee the hiring, performance, and evaluation of department heads and make recommendations of same to the Mayor who shall hire, promote, suspend, or remove department heads with the advice and concurrence of the City Council as provided for each position by city ordinance.
      (2)   The City Administrator shall appoint, promote, suspend and remove line staff after consultation with the supervising department head and with the approval of the Mayor.
   (D)   To maintain cooperative working relationships with the following elected and appointed officers: City Clerk, City Treasurer, City Attorney and Fire Chief. The City Administrator shall promote communication between these officers and the Mayor and City Council.
   (E)   To establish and maintain public relations and community education programs as shall from time to time be appropriate.
   (F)   To serve as Budget Officer carrying out the duties as defined in ILCS Ch. 65, Act 5, §§ 8-2-9.1 through 8-2-9.10, including, but not limited to, the following:
      (1)   Developing an annual budget and a long-range capital improvement program and recommending the same to the City Council for approval.
      (2)   Monitoring progress of both the annual city budget and long-range capital improvement program regularly, and recommending changes in each to the City Council as the need arises.
      (3)   Approving all budgeted purchases on behalf of the city except that any purchase over $5,000 shall first be subject to approval by the City Council. Emergency purchases not specifically budgeted that do not exceed $1,000 may be purchased without approval of the City Council.
      (4)   Preparing bid specifications, negotiating contracts for goods and services and recommending same to the City Council for approval.
   (G)   To serve as Personnel Director insuring that the city's personnel policies as defined in Chapter 35 of the Code of Ordinances shall be carried out fairly and consistently.
   (H)   To serve as the city's Labor Standards Officer to insure compliance with the Illinois Prevailing Wage Act and Preference to Citizen's Act.
   (I)   To perform such other duties as may be prescribed by the Mayor and the City Council.
