§ 31.11 APPOINTMENT AND TERM.
   The City Administrator shall be appointed by the Mayor with the approval of a majority of the members of the City Council. He or she shall hold office at the pleasure of the Mayor and his or her term of employment shall not exceed the term of the Mayor who made the appointment.
