There is hereby established the office of City Administrator. There shall be no specific educational or practical experience required of the individual who holds this position, although prior to appointment of the City Administrator, the Mayor and Council shall consider the educational and practical experience of any person being considered to determine that such experience shall have prepared such person to carry out the duties that such person will be called upon to perform.
