(A) Each Alderman member shall have the right to vote on all questions coming before the City Council. The Mayor shall not vote on any ordinance, resolution or motion except where the vote of the Alderman has resulted in a tie; or where one-half of the Alderman members elected have voted in favor of an ordinance, resolution or motion even though there is no tie vote; or where a vote greater than a majority of the council is required by law to adopt an ordinance, resolution or motion. In such instance specified, the Mayor shall vote.
(B) A majority of the members of the Council shall constitute a quorum, and the affirmative vote of three members shall be necessary to adopt any motion, resolution or ordinance, unless a greater number is provided for by law.
(C) Every member who shall be present when a question is stated shall vote thereon unless excused by the City Council, or unless he be interested in the question, and every member so present and not voting and not excused or interested in the question, shall be recorded as voting “No” on such proposition.
