§ 30.06 PRESIDING OFFICER TO DECIDE QUESTIONS.
   The presiding officer shall decide all questions of parliamentary order without debate, which decision shall be conclusive, unless on appeal therefrom, a majority of the members present vote that such decision of the presiding officer be not sustained.
