Special meetings may be called from time to time by the Mayor or by three Council members upon giving not less than 24 hours' written notice to all members of the Council. If all members of the Council are present at a special meeting, however, no notice of the meeting is necessary. All matters that may be considered at a regular meeting of the Council may be considered at a special meeting. In addition, notice shall be given as required by ILCS Ch. 5, Act 120, §§ 2.02 and 2.03.
