(A) (1) Violations.
(a) No person shall do any act forbidden or fail to perform any act required in this traffic code.
(b) No parent of a child or the guardian of a ward shall authorize any child or ward to violate any provisions of this traffic code.
(c) No person shall authorize or knowingly permit any vehicle registered in his or her name to be driven, or to stand, or to be parked in violation of any provisions of this traffic code.
(2) Penalty. Any person who violates any provision of this traffic code, or performs any unlawful act as defined in this traffic code, or fails to perform any act required in this traffic code is guilty of an offense and, upon conviction thereof, shall be punished as provided in § 10.99.
(3) Citation tags on parked vehicles.
(a) In cases where vehicles without drivers are parked or stopped in violation of this traffic code, police officers and other persons appointed by the Chief of Police shall affix citation tags to the vehicles.
(b) A violator of any provision of this traffic code who has been given a citation tag and fails to appear in accordance with the instructions of such tag shall be subject to a separate offense as provided in § 10.99.

(B) (1) Any person violating the provisions of § 70.19 shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined not less than $50, plus court costs.
(2) If found guilty of violating the provisions of § 70.19 between the hours of 10:00 p.m. and 8:00 a.m., the court shall have the discretion to double the fine as set forth in division (B)(1) above for any violator.

(C) Any person convicted of violating the provisions of § 70.20(B) shall be punished by a fine of $50 and shall pay all court costs thereof. Revenue from such fine shall be apportioned to the State Department of Public Safety restricted revolving fund and used by the State Highway Safety Office to promote the use of child passenger restraint systems. This fine shall be suspended, and the court costs limited to a maximum of $15 in the case of the first offense upon proof of purchase or acquisition by loan of a child passenger restraint system.
