§ 70.42 VEHICLE CONSTITUTES TRAFFIC HAZARD.
   A vehicle left unattended upon any street, alley or thoroughfare and so parked illegally as to constitute a definite hazard or obstruction to the normal movement of traffic shall be impounded.
