(A) Permit or franchise required. No person except a duly authorized agent of the town shall collect refuse or convey or transport refuse or rubbish on the streets, alleys and rights-of-way of the town for hire, without having first obtained a written permit or franchise from the Town Board of Trustees.
(B) Conveyance for transporting refuse. No refuse or rubbish shall be hauled within the town in any type of conveyance other than a truck, wagon or similar conveyance being equipped in accordance with all state laws and in compliance with the regulations of the State Department of Environmental Quality.
