Whenever a law enforcement officer has probable cause to believe that a vehicle is subject to impoundment, under this chapter, the officer shall provide for the towing of the vehicle to a facility authorized by the city. The vehicle shall be impounded and held until such time as the administrative penalty is paid or the vehicle is subject to release under the provisions of this chapter.
