All of the improvements required under this chapter shall be constructed under contract approved by the city's engineer in respect to construction details and proper inspection of the improvements to be installed and shall be completed in accordance with the specifications and under the supervision of the city's engineer or his or her duly designated representative prior to the filing with the Council of the final or record plat and request for final approval.
