The subdivider, after approval of the preliminary plat, may:
(A) Secure from the plats officer the necessary permits to proceed with the street and sanitary improvements after approval of final construction drawings; or in lieu of this,
(B) Shall, to insure the satisfactory installation of the improvements in accordance with these regulations, post with the City Clerk a surety bond, in a form prescribed by the City Council, sufficient to cover the full cost of the improvements based upon estimate approved by the City Engineer.
