§ 154.002 MINIMUM REQUIREMENTS.
   In interpreting and applying the provisions of this chapter such provisions shall in every instance be held to be the minimum reasonable requirements adopted for the promotion of public health, safety, comfort, morals and welfare of the people of the city.
