All lots, buildings and structures in the city shall be numbered in accordance with the following plan:
(A) North and south numbers shall commence at the north end of all blocks lying immediately north of First Avenue, with the number one, with ascending numbers running south.
(B) East and west numbers shall commence at the west end of all blocks lying immediately west of First Street, with the number one, with ascending numbers running east.
(C) Odd numbers shall be on the north and east sides of the streets.
(D) Even numbers shall be on the south and west sides of the streets.
(E) There shall be 100 numbers to each block; one number to each 20 feet of frontage.
