Whenever a street, alley or other public way is blocked by the building or structure being moved, warning to that effect shall be placed so as to warn all vehicles and persons approaching that portion of the street so blocked. The person or corporation moving any building shall keep warning signs and lights or lanterns at night so as to guard against any person or vehicle from colliding with it.
