No person, firm or corporation shall operate, maintain or conduct a billiard, pool, bagatelle or pigeon hole table, open to the public, without having first obtained a license therefor. All applications for such a license shall state thereon the intended location of the place of business and the number of tables to be used therein. The annual fee for such license shall be as set forth in the license fee schedule on file and available for public inspection in the office of the City Clerk.
