No person shall sell at retail or have in his or her possession and offer for sale at retail alcoholic liquor within the corporate limits of the city without having first obtained a license to do so as provided by this section. No license shall be issued without the approval of the Local Liquor Control Commissioner who, by the virtue of his or her office, is the Mayor of the city of Fulton.
