Upon receipt of an application for a license or permit, the City Clerk shall refer the application to the proper officer or committee for investigation or inspection whenever an investigation or inspection is necessary before the issuance of such license or permit within 48 hours after receiving such application. In case no particular officer or committee is designated by ordinance to make inspection or investigation and an inspection or investigation is necessary, before the issuance of such license or permit, then the Mayor may designate some capable person to make such investigation or inspection.
