(A) License; application; fee.
(1) No person, firm, or corporation shall conduct the business of operating a public passenger vehicle for hire, except a bus line operating on a fixed route, without having first secured a license therefor. Applications shall be made to the City Clerk and shall state the number of vehicles to be operated.
(2) The annual fee for such license shall be as set forth in the license fee schedule on file and available for public inspection in the office of the City Clerk.

(B) Bond; minimum age requirement. No license shall issue to any person until the applicant shall have secured the bond required by statute or to any person under 18 years of age.
