§ 110.12 SERVICE STATIONS.
   (A)   Permit requirement. It is unlawful to construct or operate a service station in the city without having first obtained a permit therefor. No such permit shall be issued unless the location and equipment fully comply with the ordinances of the city.

   (B)   Service station description. A service station is any place of business where gasoline, or any highly volatile fuels for motor vehicles for internal combustion engines are sold or offered for sale at retail and not for resale. However, any person, firm or corporation maintaining a storage tank for gasoline for the use of its owner, employees or agents shall comply with the provisions of this chapter.

   (C)   Restrictions on dispensation of motor fuels. No motor fuels shall be dispensed except into the fuel tanks of motor vehicles when such tanks are directly connected to the carburetion system of such motor vehicles. However, individual sales of not to exceed five gallons may be made in metal receptacles when such receptacles are painted red and labeled in conformity with the Illinois statutes.

   (D)   Tanks; construction specifications. Tanks shall be buried so that their tops will be not less than two feet below the surface of the ground or beneath 12 inches of earth and a slab of reinforced concrete not less than five inches in thickness and capable of sustaining a load of 250 pounds per square foot. Tops of tanks shall be below the level of any piping to which tanks may be connected. Tanks shall be so located that no vehicle can pass over them unless protected by a reinforced concrete slab. Tanks shall not be installed under any building or structure.

   (E)   Tanks; required clearances. Tanks shall be buried so that the tops of the tanks shall be lower than any floor, basement or cellar of any building within ten feet, or shall maintain ten feet clearance therefrom. Tanks shall maintain ten feet clearance from all sewers, manholes, septic tanks, catch basins or cesspools or shall be buried so that the tops of the tanks are lower than such places, provided that this clearance shall not be required for sewers if the sewer line is constructed throughout of cast iron with leaded joints. Individual tanks shall maintain a ten foot clearance to property lines, provided that this clearance may be waived if it can be shown that the required sewer clearance can be maintained. Tanks and pumps shall maintain a clearance of 100 feet to any school, hospital or church. This distance shall be measured from the near point of the tanks or pumps to the near point of buildings.

   (F)   Tanks; certification; rustproofing. Tanks shall bear the label of Underwriters' Laboratories or meet equivalent specifications and shall be coated with tar, asphaltum or other rust resistant material.

   (G)   Tanks; venting. Each tank shall be properly vented to provide escape for air and gas during filling operation.

   (H)   Fillpipes. All fillpipes shall be located outside any building and not closer than five feet from any doorway into any building.

   (I)   Approved pumping system. Liquids shall be withdrawn from tanks by means of approved pumps, equipped with metallic lined hose and nonferrous nozzles and wired to conform with Article 500 of the National Electrical Code. Any system employing continuous air pressure on any storage tank is prohibited.

   (J)   Basement and excavation prohibition; above grade floor level requirement. No basement or other excavation under any service station building shall be permitted, and the floor level of any such building shall be above grade to prevent flow of liquids or vapors into the building. Floors shall be of concrete.

   (K)   Flammable liquid storage requirements. No flammable liquid having a flash point at or below 25°F, closed cup tester, shall be kept inside any service station except in original sealed containers, and no transfer of these liquids, nor alcohol, nor other flammable type anti-freeze shall be made inside the service station from such sealed original container.

   (L)   Fire extinguishers. Each service station shall be equipped with at least one chemical fire extinguisher suitable for oil or gasoline fires.

   (M)   Submital of drawings prior to new construction.
      (1)   Drawings or blue prints made to scale shall be limited to the Mayor and Council and shall be approved by them before any new construction, addition or remodeling is undertaken.
      (2)   Drawings shall carry the name of the person, firm or corporation proposing the installation, the location and in addition shall show the plot to be utilized and the immediate surroundings, the complete installation, including tanks and their capacity, pumps, buildings, drives and all equipment; clearance from tanks to property lines; location of basements on adjoining property; location of sewers, manholes, catch basins, wells or cisterns both on location and on adjoining property and streets or alleys; location of vent pipes and fill pipes.
      (3)   Drawings shall be accompanied by an application for approval.
