All docking and launching of boats, vessels or river craft of any kind whatsoever into the waters of the Mississippi River adjacent to property owned by the city shall be only at those places designated by the city through its officers, agents, deputies, concessionaires or licensees as such launching and docking facilities. Launching from any other point shall be considered in violation of this chapter.
