§ 96.37 DOCKING OR MAKING FAST TO OTHER VESSEL; PERMISSION REQUIREMENT.
   (A)   No person having charge of any vessel shall make the same fast to any pier in the city harbor or permit the same to remain at such location after finishing loading or unloading such vessel without the consent of the owner, agent or person in charge of any such pier.
   (B)   No person shall make fast any vessel to any other vessel already occupying any pier, either public or private, without first obtaining permission of the harbormaster, his or her agent, deputy, concessionaire or licensee.
