(A) Whenever the city authority finds that public safety so requires, the city authority may designate any water area or filled lands in or upon which city docking facility improvement work is being performed as a closed area.
(B) Except for persons actually engaged in such facility improvement work or public officers in the performance of their duty, no person shall enter or remain within or drive or operate any vessel or water craft into or within any area which has been so designated as a closed area and which has been posted or marked with appropriate signs giving notice thereof.
