No person shall launch or remove any vessel from the waters of the city facilities described herein except at locations where a regular business of launching and hauling vessels is conducted which has the necessary equipment to do such work or in areas designated and posted for such purpose by the city through its agents, concessionaires or licensees. The harbormaster shall have the authority to establish fees for launching or hauling or otherwise providing services to any boats or users of boats at all city river facilities as he shall determine to be in his discretion to be appropriate. A fee schedule shall be available at the office of the City Clerk and at the city facilities. The fee schedule proposed by the harbormaster shall be approved by a majority vote of the City Council.
