(A) No person or agency shall build, maintain, extend or make structural alterations on any building, pier, piling, bulkhead or other structure in, upon or over the waters of the Mississippi River adjacent to property owned by the city where the tide ebbs and flows adjacent to the city or do any filling, excavating or dredging in the waters or establishing, using or constructing any launching facility, temporary or permanent, without first obtaining a written permit to do so from the city. Further, the use of any riverfront docking or launching facilities governed by this chapter shall be authorized only through a written permit granted by the harbormaster to the individual vessel owners or users with the permit designating the assigned docking area.
(B) The necessity above designated shall be subject to the following:
(1) A permit would not be required for those individuals launching a boat only at the designated site or sites.
(2) The permit or permits issued for the placing, building or extending any structures whatsoever into the riverfront waters designated herein shall terminate on the first of November of each year at which time all emplacements of other than a permanent nature and other than improved by the city shall be removed from the waters.
