If there appears to be imminent danger to the public by reason of a possible violation of this subchapter, in the sole discretion of any officer of the Police Department or any law enforcement officer with jurisdiction in the city, any wild animal found not in compliance with the provisions of this Act shall be subject to immediate seizure by such law enforcement officer or their designated agent, and may immediately be placed in a facility and all costs connected with the seizure, confiscation and boarding of such animal shall be the responsibility of any person found to own, have a right of property in, kept, harbor, care for, act as custodian of or maintain in their possession or on their property, any wild animal as defined under this subchapter. Furthermore, such person shall be responsible for any costs or reasonable attorneys fees that may be incurred by the city in collecting from such person the costs connected with such seizure, confiscation and boarding of any wild animal.
