§ 94.26 DOGS AND CATS AT LARGE; IMPOUNDMENT ; REDEMPTION PROCEDURE.
   (A)   It is unlawful for any person to permit any dog or cat upon any public street, alley, sidewalk or other public place or upon any private lands, except the private lands of the owner or caretaker of the subject animal, unless such subject animal is secured by a leash and under the control of a person holding such leash.
   (B)   It shall be the duty of the Chief of Police or other police officer to capture and impound each and every dog or cat found at large and not on a leash and without a collar, tag or muzzle. The Chief of Police shall thereupon notify the owner of the dog or cat so taken, if the owner can be ascertained, and the owner shall be permitted to redeem the dog or cat within ten days by paying all license and other fees upon said animal, together with an amount to be determined from time to time by the city for the cost of keeping such animal and the cost of advertising, if any, to the city.
   (C)   Should no redemption be made of any dog or cat thus impounded, it shall be the duty of the pound master to dispose of the dog or cat so unredeemed at the end of the tenth day in the manner prescribed by the City Council.
