The owner, occupant or agent of the parcel of land on which the diseased elm tree exists shall remove and destroy the elm tree and shall burn the same or shall cause the same to be removed, destroyed and burned within ten days of notification to such owner, occupant or agent that the elm tree is in fact diseased and infected.
