(A) It is unlawful to plant or set, to cut down, remove or disturb any tree or bush in any public street, parkway or other public place without having first secured a permit therefor.
(B) Applications for such permits shall be made to the City Clerk and shall be referred to and approved by the Council before issuance.
(C) All such planting shall be placed subject to the approval of the Superintendent of Streets.
