Such vaults, spaces, rooms or structures shall be so constructed as to support the sidewalk or street over them with a maximum load which the street or sidewalk will carry, plus a margin of safety of 50%, and the person maintaining such a structure shall keep the street or sidewalk over such structure in good repair.
