If the owner of the abutting property to the sidewalk fails, refuses or neglects to comply with the requirements for repairs or maintenance provided in this subchapter, the city may proceed to complete the repairs or maintenance of the sidewalk and pursuant to ILCS Ch. 65, Act 5, may require payment of the whole or any part of the cost thereof by the abutting property owner.
