It shall be the duty of every sidewalk builder, as soon as the builder has completed the construction of any sidewalk, to immediately remove tools, equipment, and all surplus material. The builder shall not deliver tools, equipment or materials to the location of any such sidewalk for any unnecessary or unreasonable length of time in advance of the commencement of such work.
