Pursuant to authority granted to the city by ILCS Ch. 65, Act 5, no person or entity shall obstruct sidewalks in the city in any manner or with any material, including snow, dirt, sand, rock and gravel, that impedes the flow of pedestrian traffic thereon or that creates any hazardous conditions endangering pedestrian traffic thereon.
