The owner of property abutting the sidewalk being repaired shall sign an agreement and payment must be made prior to work being performed. The owner shall pay all cost for material and labor used in the construction of the replacement of the sidewalk. No sidewalks will be repaired without a signed agreement with the city. The owner of the property agrees to pay a maintenance fee for the installation of the replacement sidewalk in an amount determined according to the schedule of fees on file and available for public inspection in the office of the City Clerk.
