(A) It is determined to be in the best interests of the city and its inhabitants that when new roads are requested in a new subdivision or elsewhere which are to be covered with gravel that the owners of the property on either side of such road shall pay for the gravel at an amount to be determined from time to time by the city.

(B) The city will not be required to gravel such road unless the owners on both sides of the road owning real estate shall pay an amount to be determined from time to time by the city per running foot for the total frontage, or unless the owner of real estate on one side of the road shall pay for both sides of the total frontage at an amount to be determined from time to time by the city.
