The health officer shall have charge of the enforcement of rules of quarantine. He or she shall have the power and authority to place any premises in which a contagious or epidemic disease occurs under quarantine, and he or she shall determine when such quarantine shall end and shall have the power to order the fumigation of such premises before ending such quarantine.
