Applications for such permits shall be made to the City Clerk and shall state the group desiring to make such public display and the premises upon which such display is to be set off and the premises upon which they are to be stored previous to such display. All of such storage, exhibition and display shall be under the supervision of the Chief of the Fire Department or some other person designated by him or her.
