SCHEDULE VII. RESTRICTIONS ON ROAD TRACTORS, TRUCK TRACTORS AND SEMI-TRAILERS.
   (A)   It shall be unlawful for the driver or operator to park or the owner to allow the driver or operator to park any road tractor, truck tractor or trailer at any time or day of the week, for more than two consecutive hours in any portion of the parking lot at the Fulton Marina, Kiwani’s Park and the City Hall parking lot, and on any portion of the following named streets, avenues or public ways within the city.

   (B)   The city shall erect signs giving reasonable notice of the parking prohibition stated herein at each entrance to the city and at such further locations as may be determined necessary by the Chief of Police.
   (C)   Whenever the enforcement of the provisions of this schedule temporarily causes substantial and unreasonable hardship in the case of any particular operation, the Chief of Police or his or her authorized agent shall have the power to grant a temporary permit for such operation, and when so doing, the Chief of Police or such authorized agent shall designate the location where such vehicle shall park. The temporary permit shall be for a time period not in excess of 48 hours.
   (D)   Each two hour period of each day shall be considered a separate offense.
