SCHEDULE VI. PERSONS WITH DISABILITIES PARKING.
   (A)   Persons with disabilities parking places shall be at the following locations within the city with specific locations to be determined by the Chief of Police:
      (1)   The first parking stall on the west side of Fourth Street in the 1000 block, this being the southwest corner of the intersection of Tenth Avenue and Fourth Street.
      (2)   The last parking stall on the west side of Fourth Street in the 1000 block, this being the northwest corner of the intersection of Eleventh Avenue and Fourth Street.
      (3)   The last parking stall on the north side of Eleventh Avenue in the 400 block, this being the northeast corner of the intersection of Eleventh Avenue and Fourth Street.
      (4)   One parallel parking stall located on Twelfth Street in the 300 block on the west side, 140 feet north of the intersection of Twelfth Street and Fourth Avenue.
      (5)   Two parallel parking stalls located on Twelfth Avenue in the 700 block on the north side of Twelfth Avenue.
      (6)   One parking stall located on First Street in the 1000 block by the public restrooms.
      (7)   Two parking stalls in the Heritage Canyon parking lot west of North Fourth Street.
      (8)   Two parking stalls in front of the Gateway Faith Fellowship Church at 701 Eleventh Avenue.
      (9)   One parking stall on the south side of the Fulton High School at 1207 Twelfth Street.
      (10)   One parking stall in the parking lot of the Fulton Marina at 1800 Fourth Street.
      (11)   One parking stall located on 16th Place in the 800 block for as long as a person with disabilities is a resident of the building commonly known as 821-827 16th Place in Fulton, Illinois. The Chief of Police shall have the authority to remove the disability parking location in the event that no person with disabilities is a resident of the building.
      (12)   One parking stall located on 12th Avenue in the 900 Block for as long as a person with disabilities is a resident of the building commonly known as 928 12th Avenue, Fulton, IL. The Chief of Police shall have the authority to remove the disability parking location in the event that no person with disabilities is a resident of 928 12th Avenue.
   (B)   Pursuant to the authority granted the city under § 11-208(d) in the Illinois Vehicle Code, the city exercises its police power to prohibit the unauthorized use of parking spaces reserved for persons with disabilities on private property. All of the terms, conditions, requirements and penalties of this Schedule VI shall apply the same to violations for parking places on public property and parking places on private property. Persons with disabilities parking places on private property shall be at the following locations within the city with the specific locations to be approved by the Chief of Police:

   (C)   These locations as determined by the City Council shall be designated by proper signage as required by the Illinois Vehicle Code and the Illinois Environmental Barriers Act, ILCS Ch. 410, Act 25, §§1 et seq.
   (D)   It shall be unlawful for anyone to park in the designated area on either public property or private property unless the motor vehicle bears registration plates issued to a person with disabilities, as defined by ILCS Ch. 625, Act 5, § 1-159.1 of the Illinois Vehicle Code as adopted by the city, or by a special decal or device issued pursuant to ILCS Ch. 625, Act 5, § 3-616 or pursuant to ILCS Ch. 625, Act 5, § 11-1301.2 of the Illinois Vehicle Code, as adopted by the city, or motor vehicle registered in another jurisdiction upon which is displayed a registration plat, special decal or device issued by the other jurisdiction designating the vehicle as operated by or for a person with disabilities.
   (E)   Any person, firm, co-partnership, association or corporation found to be an operator, driver or owner of a vehicle who has violated this schedule, relating to persons with disabilities parking, shall be subject to a fine of not less than $100 nor more than $250 for each offense. Violations of this schedule as evidenced by a parking ticket in a form established by the Chief of Police shall be punishable by fine as follows:
      (1)   One hundred dollars if paid on or before ten days from the date and time of issuance of the parking ticket.
      (2)   One hundred fifty dollars if paid more than ten days after the date and time of issuance of the parking ticket.
      (3)   If the fine in the amount set forth above shall not have been paid to the office of the City Clerk or to the Police Department within 60 days from the date and time of issuance of the parking ticket, a complaint shall be filed in the Circuit Court of Whiteside County and a notice to appeal shall be issued to the person in whose name the offending vehicle is registered, notifying that person to appear before the Circuit Court to answer the charge of violating this schedule. The minimum fine for each offense upon a finding of guilty or plea of guilty before the Circuit Court on a charge under this section shall be $250. Proceedings shall follow as in all other ordinance violations of the city.
