SCHEDULE V. RESIDENT PARKING AREA.
   (A)   It shall be unlawful for any one except a resident to park a vehicle in a resident parking area and during the times and hours stated in this section.
   (B)   “Resident parking area” shall be defined as that part of the 1100 and 1200 block of Twelfth Avenue and the 1100 and 1200 block of Thirteenth Avenue in the city that has been designated by action of a majority vote of the City Council as a resident parking area at the request of an owner.
   (C)   No resident parking area shall be designated by the City Council unless requested by the owner of a parcel of real estate in the defined area. Such owner may make a request to the city to designate the parking area contiguous to the real estate owned by the person making the request.
   (D)   The parking regulations under this section shall only apply and parking shall be prohibited from 8:00 a.m. to 4:00 p.m. each day that the Riverbend High School is in session for all or part of a day.
   (E)   The city shall erect signs prohibiting parking of any vehicle in an approved resident parking area informing the general public that parking is restricted to the owner of the real estate, a resident of the real estate and permitted guests of the owner and resident.
   (F)   The Police Department shall not be required to conduct regular routine patrols of the resident parking area to enforce this schedule. It will be the responsibility of the resident or owner of the real estate to notify the Police Department that a vehicle may be parked in violation of this schedule. If a parking violation ticket is issued, the resident or owner who reported the violation shall be required to appear in court and testify if necessary in the proper prosecution of the parking violation ticket. If the resident or owner fails to appear in court and testify, the resident parking only designation for that property shall be revoked immediately.
